I agree with Thom, the dam would have proceeded. Based on what I have read from canon and non-canon sources I would conclude that Las Vegas is essentially in the Hollywood sphere of influence. With the dam built, Vegas would be a really important outpost to defend the dam. Especially if Arixo wants ...

Those are great, pushing an airplane down a slide.... awesome. I can just see the Titanic or Queen Mary sliding a few seaplanes down their ramps to fight off some pirates!
